Just 2 of the talks that seem to favor the alternative of an Affordable Water District and citizens right to vote

Talk by Vic Corchero before the Jackson County Commissioners, January 30, 2002

Commissioners:

My name is Victor Corchero, I live in Leisure Days Mobile Home Park in Shady Cove and have since 1993.

I have a great feel for the plight of the Mobile Home Park residents, where redress can only come from their votes. I see now in this park where the average age is above 75 years.

We can all understand that their short term memory isn't the best; as our own is becoming; BUT

They all remember their contribution to the WWII effort, to tell them now, as taxpaying citizens of Shady Cove, that they cannot vote on an issue, .....that

will absolutely affect the rest of their life, Well that really brings out their ire.

An offer of a Shady Cove water system, with an emphasis of affordability, and add to that, the fact that they can vote on it, is an easy sell in Shady Cove's Mobile Home Parks.

This was a very easy sell, as you all can see from the petitions offerred, a great many of the signatories are from these parks.

Affordable and being able to vote, seems like the American way to them, certainly, now our respect for those who got us here, would be in order and would also be an honorable goal for Jackson County.

That generation being forced out, of a chosen and sometimes financially necessary life style must be avoided.

The aim of the Upper Rogue Water and Power, is that by taking advantage of the area's natural resources, we can provide what otherwise would be unaffordable.

Unaffordable to the Mobile Home Park residents, as well as the rest of the 53% of the low to moderate incomed people living in Shady Cove.

Records indicate that the Upper Rogue and Shady Cove, has always been a low income rural area of Jackson County.

If the goal is, as it appears to be, that to change that ratio will be executed, by driving the poor away, then I find myself working for and with Upper Rogue Water and Power.

I as a member of this group, am proud to have worked with all of them to get us here today, and I will continue to help where ever I can.

I will work to make affordable water become a reality.

Affordable water for Shady Cove, and all the other serviceable properties of the Upper Rogue community residents.

Again, I want a water system that will serve as many Upper Rogue Citizens, in desparate need of water, as possible.

  • Commissioners: Good Morning!

    My name is Daryl Hawkins and I live in Shady Cove at 561 Old Ferry Rd. since 1997, and am most importantly a resident of Jackson County since 1977. Bottom line? I want a water system proposal that will serve the most residents of my community.

    We left the “let the shoe fall where it may” mentality of our golden sister State to the south many years ago, to recently join the ranks of these toughened UPPER Rogue Rural Folks. Their common sense adjustments are often made to comply and fit precisely with mother nature. With Shady Cove’s reputation for volunteer neighborly help when needed, we would like to continue our chosen life style here.

    We do not understand this big rush to move Shady Cove from the rural village we moved into, to an " urban area with all the urban amenities " ( this is quoted directly from the updated Shady Cove Comprehensive Plan) This plan is not in the least bit compatible with this rural Upper Rogue majority’s outlook.

    This imported urbanization idea is contrary to the mindset of a very large segment and the predominant population composition of the Upper Rogue area. Fire District 4 more nearly reflects the UPPER Rogue Community population. With 5000 citizens in Fire District 4 and only 2300 in Shady Cove, it would appear that 2700 are truly rural folks. Now add to that, those who chose to move into Shady Cove because it was rural and affordable, and you see a truly large majority. Those for urbanization have had every opportunity to move into Medford with all it’s growing amenities. Highway 62 is the quickest way to the city lights for those who like the security of an expanding urban boundary.

    Your choice can be a simple one. Just follow the law, looking not to special interests for a water system plan but be demanding for the one that will serve the most residents of Shady Cove.
