Letter to the Editor, UpperRogue Independent, WHY? Please Explain,

What's disenfranchised?

Webster's Dictionary states: removal of any special right, or privilege granted by government, or the disallowance ot the right to vote

Shady Cove, take note.

Central Point citizens are gaining signatures to put two initiatives on the March ballot. They are City Charteramendments adding Section 43 and 44. Briefly, 43 requires voter approval for fee increases and 44 requires voter approval for establishment of new fees. Hmmm?

No disenfranchising in the City of Central Point.

Shady Cove residents have all read charges that its mobile park residents are disenfranchised on the water issue.

Since 9-11-01 the political committee "Citizens for Reasonable Government" has unsuccessfully attempted to get almost exact copies of two Central Point initiatives, along with a third, approved by the city so that we may begin obtaining signatures for the three initiatives for the March ballot.

The third initiative, #45, requires fee schedule return as of 1-11-97. This will be done considering the large, growing and across-the-board surpluses the city continues to retain.

The lack of cooperation from the city, and every roadblock and/or excuse has been exercised to hinder, delay and prevent these three initiatives from coming before the citizens.

The aforementioned actions from the city can be reduced to three possibilities:

1- the city is not confident that it could present the citizens with justification for further fee increases, i.e., sewer fee increases;

2- the city concludes that its citizens do not have the mental capacity to make such decisions at the ballot box as to the initiatives, or;

3- the city is afraid that the citizens do have the adequate mental capacity to adjudge the city's monetary needs.

Again I ask, What's disenfranchised?
